Nipton needs 10000 residents to incorporate. That will never happen. But even if it is possible it will take years. Again, this has all been posted numerous times. Do some DD.

Flesh Strip club is located in city of San Bernardino, located within San Bernardino county...The large city is incorporated, meeting 500 registered voters and 10000 population..If Nipton meets that 10k requirement, then they can file to incorporate..obviously, Nipton has a long way to go to meet that criteria!
