If you know anything about Tom Cellucci you may know about his many books, articles, classes & seminars (for government & HLS) on how to determine exactly what is needed & how to effectively communicate to the private sector a request for a product, service or program. One of the biggest problems is the government has been weak in understanding exactly what it needed & was limited to a small number of off-shelf commercial products (and arguable an outdated, inefficient acquisition methodology). Tom brought efficient industry-standard Project Planning methodology & is THE NATIONS EXPERT:

[ JUST 2 OF TOM's books: 1) "Developing Operational Requirements Version 2.0 Homeland Security 2008; 2) "A guide to the Cost-Effective and Efficient Communication of Needs: A Guide to Innovative Public-Private Partnerships: Utilizing the Resources of the Private Sector for the Public Good". ]

I say Tom is the expert & must know how to identify what is needed and assemble stuff for complex projects. Knows enough to get "best-of-breed".

The recent decision to abandon the VA's Linux based OS for a system used by DOD may become a business opportunity... the point is the VA got a lot of funding to develop an OS, for years. Tom sees the efficiency inherent in driving the private sector by precise project demands rather than an in-house government software development.

IMO Tom has, and can, continue to weave together some great projects.
