Obama MISUSED TARP blank check approved by congress/Bush

In the fog of financial war, Treasury/Paulson asked congress/Bush to approve blank check of $700B TARP.

The major part was given to TBTF. When Obama came he misused blank check in several programs such as mentioned in this news article.

The problem here is MISUSE of TARP by Obama NOT approval by Bush!
