I think it was 2 PRs back they released a specific announcement they were pursuing a license.

They can buy a license from an existing holder. I'm sure it won't be cheap. There is also the expenses of building, leasing, permits, equipment, etc.

I think they should do it, but I'm giving then to the end of Sept until I call BS.
