It can't rally get any worse we need to get the money and roll the dice on the FDA for approval.

We are at that point now!

We miss on FDA we are done. Period.
But Adrock is right, we are near that point now. If we get another delay we are toast. We need money to keep this going without delay. If we get a loan to carry us further down the development timeline we may get an increase in PPS as we finish clinical evaluations and get close to FDA submission.
