I trade with TD Ameritrade, Optionxpress and Charles Schwab none of them they have any restriction on trading OWCP.

Nor have they stated that OWCP is a scam or P&D

The first line is exactly why the second line was needed and practically stopped stock manipulation. Since TD and Scottrade have implemented phone buying we are seeing a stable trading range. I think it was TD Ameritrade that disabled trading OWCP due to the P&D confirmation.
