A PR for a buyout would only be released if terms of the buyout were established and a price set. No company looking to purchase OWCP would offer a large multiple of the current price, as their shareholders would sue them for doing so. They might agree to pay substantially more than the current price, but they wouldn't announce it until the price was more in line with the buyout offer.

So let's say Corporation X agreed to pay $5 for OWCP, if so it would be anticipated that news outside of the buyout would raise the share price to something over say $3, where a $5 buyout could be justified. Perhaps this could be done with safety and efficacy data, but it might require some additional news on their intention to sell one or more products, or some further partnership.

If OWCP were the subject of a buyout offer, the offer would have to include how all existing agreements would be handled. Agreements with companies like Emilia, Mediq etc. would either have toi be honored, as is, or the buyer would have to pay for any modifications, or cancellations. I don't believe this is a major problem at this time, but should OWCP take on a major new partner it could diminish what another company would pay to buy them out. Of course a new major partnership would greatly enhance the current share price, and it could provide the reason that OWCP shareholder may prefer no buyout be supported.

$5 today would be a great price for OWCP, but only time will tell is $5 would be acceptable a year from now. I would suspect that if one or more product is being marketed in one or more country a year from now, $5 will not be sufficient to purchase the company. Of course this also makes the assumption that before sales of the products some proof exists of their effectiveness.
