While OTCM will slap a CE on anything suspended, it will also CE anything it damn well pleases. The SEC could care less about whatever OTCM does and will not base a suspension on a CE. That OTCM beat them to it is just a coincidence. And OTCM slapped on the CE tag because it is obvious to anyone with half a brain that $BITCF is a scam.
