You need to understand Workhorses R&D relationship with PLUG and their market approach.

the chassis and EV power train (that the article was about) is identical in all the delivery vehicles they produce.
To that they currently add the Panasonic Li Battery pack for a certain mileage before recharging just like all battery EV's do including Tesla.

To get further before a recharge the current strategy is a gas guzzling BMW engine that effectively drives a generator to charge the battery within the vehicle. You can buy that option now. They have shipped some trial and early fleet systems, but this size of order for power trains far exceeds any current demand.

They have been working with PLUG now on the larger GenPower Fuel cell stacks and Hydrogen tanks to allow clean hydrogen (clean in terms of the use in the vehicle) to be used for the range extension. It also have the possibility of using a much smaller Li Battery as well.

The USPS contract I think requires 10 or so vehicles by the end of the year if selected. FedEx ground are supposedly going operational this fall in CA and may be NY. I do wish the company could summarize these activities most of which are public (since part funded by DoE grants), I also see in their promotional material and web site videos the presence of Taxi cabs as well as delivery vehicles. I am not aware of any current project to explore TaxiCabs - may be that's part of the Chinese deals?
