bud: No. There are three minimum requirements to be a shell. Reporting. Entity. Non operational. NeoMedia is not reporting. It is no longer an entity in Delaware.
The only advantage they have is they are not operational.
It would take millions of dollars to catch NeoMedia up. A good shell sells for about $100,000. There is no investor that would take the risk of NeoMedia.
