I think you mean the ask (before the 6's), and by the way all you see there is the 'best' bid and ask, meaning while you might see 10k at 4 cents on the ask then the next ask is another MM with 40k a 4.5....
there could be 1 mil shares sitting on the ask at 4.1 cents from the same MM at 4 cents.
Not saying there IS but thats how it works
Not to mention "swing trader' is likely ready to dump and take his profits if and when it moves above 4 cents enough (thus placing downward pressure on a thinly traded stock), then argue risks so he can re-wing trade this stock lol
