If you are going by OTC as a measure for a scam, go tell Samsung as well that they are a scam. You do know Samsung is in OTC Grey right?

There are many scams in OTC, which does not mean they are all scams. AFAIK OTTV has a product, has partners etc. So, where's the scam exactly?
