Nope, do not agree at all! CEPSA could have claimed all of block 11A by the end of Oct.2016. They did not. There are over 12 more prospects in Block 11A; so it is doubtful if CEPSA is either stuck or walking away.

Logic is a wonderful thing. Try it sometime.
