Indeed it does. But it has also, on a number of occasions, offered buyers the opportunity to purchase systems that weren't delivered for weeks, months, even quarters.

If it's in a store, it exists and is available.

If it's for sale by Dell, maybe you can really buy it, and maybe you can't.
