They want to allow themselves 40m shares for incentives! And propose a stock split! Oy, please no, just get the current stock price up where it belongs with news and progress. You never know what might happen with a split, minimum 10 for 1, make it a $4 stock, with incentive to run higher on fewer shares. I don't want to think of the alternative.
