If this is a scam, i can imagine them leaving the website "under construction" for a long time to lure in investors, but if these guys are serious about becoming a hub for bitcoin exchanging/holding, then id say before Fall begins. I want to believe this entity is serious about going wheels up on all of this. The ticker could run into many cents per share if they do.
