Read and listen to Gottliebs words, as part of his interest in "promulgating" VLN cigs...he also states that he is interested in reviewing and taking into consideration the "unintended consequences" of drastically reducing nicotine.
Drastically lowering nicotine levels could have unintended consequenses of causing smokers to smoke more to achieve nicotine satisfaction/addition thereby causing more harm...thereby ingesting more, not less carcinogens and tars into the smokers lungs.
That is XXII's entire thesis behind very high nicotine low tar ratio cigs on the market now...user smokes less and achieves nicotine satisfaction quicker, thus not smoking as much. Less tar and carcinogens ingested.
IMHO...he is signaling "more work" to be done before VLN become a reality.
