There will be no forward split. That was Garland being ignorant on the proper procedure to even get a forward split considered by FINRA. Check my old posts on the subject.

So do we have to pull certs to get the Forward Split?

Theoretically, yes. But be aware that if you do it, you'll probably never be able to redeposit them with your broker.
