209m o/s implies these guys have been very responsible with their necessary dilution. They've done exactly what an investor would hope a cash strapped company with immense potential would do - add long term value by selling shares at a responsible rate. The o/s is 209 and insiders are holding a majority of that - add to that the fact that they bought out GE's proprietary oil-free magnetic levitation turbine technology which is the backbone now of the company and you have a monster in the making. Everything these guys have done in recent years has been done with the intention of adding to the long term value and potential of the company. If all one focuses on is dilution then they are literally looking at one level of a very complex scenario - it's like viewing something in one dimension when in fact it's a 3 dimensional world. If the term dilution is enough to make you freak out then you are certainly trading the wrong market by trading penny stocks.

Keep talking it down though, if a semi aware investor looks at the big picture here they will very likely see the potential here and the mispricing that the market currently has for this company.
