None of the major brokers have level 2 for the otc and pinks.
I use Ihub for the level 2 OTC buts it's pricey, about 50- pm with mobile.

I have E*TRADE and level 2 for otc stocks. You have to be an active trader and have xx number to trades per quarter to qualify for it. Not sure what the number of trades are per quarter.

Try ECN Level II and depth summary on Etrade Pro. I see BVTK just fine, but am not certain what you mean by 'trade ladder amounts'. I do see last trade prices and sizes...
