That was leaked on 6/26/2017, to a select group of investors. The "semi-regular" fellow who leaked it was probably informed privately by Seymour well before that.

The investing public was first informed via a PR on 07/10/2017.

Apparently Seymour and his "semi-regular" pal have no problem with this type of illegal behavior. There is a well documented pattern of these two engaging in this type of thing over years.
