USA is still BORROWING money to run the Government.

Any public company by OTC, Nasdaq etc. will do so too to run the

company.

Important they can pay back the debt.

Most equity investors buy stock from the treasury, at a good discount - 25-50%. That dilutes - the OS grows. They are equity investors because they WANT TO MAKE MONEY, not because they want to retire the shares.
A "huge share reduction" can only come about one of two ways: A reverse split, or a large injection of cash into the company (not stock) that could be used to buy stock.
BVTK is still borrowing to keep the doors open. There is not a chance in hell that it would do a share buyback while it is still borrowing to stay alive.

I would keep an open mind...the money Tom's borrowing is peanuts compared to the potential revenue that's been discussed here...also we don't know the terms of collections against his contracts...if Tom says no R/S and yes to share buybacks, who do you think I'll believe?
