Here's a quick response from Nick via email that I received a few days ago...

Of course, the President took the "safer" route on Title III, due to his inability thus far to staff key Cuba policy positions, as well as his other various crises.

We are obviously exploring any possible way to add value to our claims within the limits of the FCSC process, including the elimination of restrictions on transfer.

To be able to utilize Title III, however, foreign trafficking in Francisco would have to be established.

We will also keep pushing and stay in contact, thank you.
