IMHO, it's just interested parties passing shares back and forth between multiple accounts with a single controller.
It creates the illusion of interest and volume.
It makes novices think to themselves, "well *somebody* must *know something*," and so they buy a lotto ticket.
And every one bought at .0001 is another 100-300% profit for those who get their shares, per the contractual terms contained in he debt note, for .000035 or .00005 or so, but certainly no higher.
