My theory is that the market makers are buying shares at 0.65-0.66 range in order to deliver the shares they were missing when sales spiked as a result of the PR announcements in July. On exactly those days 'short' and normal trading volumes were abnormally high and nobody sold. Keeping prices in check keeps them in the black.
