There is a review but the CEO does not do the work. You implied he was playing videos and not getting the filings done. He does not need to sit over the shoulder of the Accountants and make sure that every move they make is correct. The CEO reviews once done and provides notes to the financials.
I have worked in this industry for over 20 years as an Accountant. The CEO is not involved until the reports are complete.
