My guess is that apple is HOPING for a 10% (at best) patent claim invalidation by November. And by having the other IPRs do the same, at the end of 2-3 years of IPR fights from all parties, if VP can last that long, VP'd be left with about 30-40% (RBR patent claims) of what they started with, if that.
I think that's been apple's typical approach to any patent infringement fight since 2013 when this whole IPR BS started out. However, we now have new USPTO leadership that I'm praying makes a difference, but pray is all we can do at this point. Who knows what the new judges will be like, I certainly don't.
