That seems to be the case at first look on the surface

Volumne has been awfully less. There looks like only 1 trade for the day.

A second and more careful look indicates a few take aways
1. Unlike many other stocks out there, we don't have lousy investors here who dump on any bid they can find
2. Shares are definitely locked
3. Ask stays relatively thin all year , hardly ever stacked
4. Chart is definitely encouraging
5. The level II reveals that if indeed it receives news , it will quickly go back to October highs of .0029$
6. There hasn't been any news /updates from management for 1 year and a half ,So I let my imagination go to work if we were to receive some fresh news or updates on company ambitions and achievements ..
