It is a permit application for a Crude Distillation Unit - not a oil refinery.

According to the S-1 the permits for the oil refinery will be another 18 months.

Hanks created a new storyline (carrot) to dangle in front of the investors - with the CDU air permits.

Hell, Hanks doesn't have the where with all to borrow $145,000 from a bank - so where is the financing coming from - what will be used to collateralize the loan - Hanks/MMEX doesn't have any assets.
