I have a question regarding the recent press release respectively the letter of Govenor Ricketts to Major General Jackson. I'm a lttle bit confused about some formalities, in the beginning Major General Jackson is addressed, whereas later in the letter as well as in the final sentence the President is addressed. Why is this the case?
