Trump tweets decries daily. Directly addressing this particular President is appropriate. As they say, when in Rome, do as the Romans do!!

It's obvious to me the Governor was following protocol by addressing the Major General (USACE) , who is responsible for accepting such nominations and whome would forward the the nomination letter to the Whitehouse aka the President who would be reading it for final disposition on the nomination.

"Governor Pete Ricketts (R-NE) has nominated the Elk Creek Superalloy Project" (To the Major General)

The remainder of nomination letter with a full explanation of NioCorps Elk Creek Project and USA Niobium needs ( Mr President )

Being the head of the army corps of engineers, the major general certainly did not need the remainder of the letter for himself.

The letter which looks fine to me, was clearly written for two persons eyes. One directly and one in directly.

If you contact anyone about this it should be your high school English teacher on How to write a nomination letter!
