either because the stop sign is up and your broker won't or can't buy on your behalf. or because you're in Canada and trying to purchase through a bank. Again the banks won't allow it b/c of the stop sign. you'll have to open up an account at virtualbroker.com

Not every broker allows you to trade pennies...also could depend on the type of account (IRA?) you have.

Probably because it is not current and has a stop sign. Try etrade you can trade with them.
