I don't think it matters at all. No matter what happens with the budget the feds don't get any money to go after State approved / legal programs. If the budget does get approved they get no money, if the budget doesn't get approved the old policy of no money remains in effect. Feds get no funds to go after State legal programs, rec or med. I don't think it matters as long has it's State legal.
