The TA has been like this since last yr, the company had not changed its policy.

Yeah I know, already verified that. Several new folks are just trying to figure out what the heck is going on and why won't EXAD move any with all of the recent volume. Can't be that many stupid people to sell when it's low instead of when it does run and sell high. Maybe some insider is letting lose of some shares like what was mentioned earlier.
