Having been a certificate holder in another company (still holding other certs)... can tell you from first hand experience, while I had my cert, I was part of the "Shareholders of Record" (SoR) number listed on OTC Markets Profile page. When the red 'legend' on the back of the cert was removed and I deposited my shares, they became free trading and the "SoR" number was reduced by one (at least for me being in that count). I have not yet sold all my shares in that company but now they're in my accounts and I can whenever I want to... that is how it works regarding the "SoR" number on any of these securities (penny or otherwise).

And the way a shareholder/investor becomes a "SoR" is by directly buying into a company through private placement or other similar agreement via document... or by providing services they get paid for in shares which also have documented agreements.

Glad to come back from being away to so much more research, information and dd here on DOLV/JBMY? and while remain waiting for the FINRA ticker change, glad to still have all the regulatory facts with the last happening by the company just a little over a week ago with that WYSOS name change:
