As to why they waited to build the cultivation facilities in Nevada, Derek addressed this already. The primary reason for waiting was to see if Nevada went recreational. They needed to know how big they should build the facilities so they wanted to see if they should scale it for just medical or both medical and recreational. That reasoning makes sense to me and it's only been 7 months since that decision was made. I know you're going to say they should have gotten it done in those 7 months, but lets not forget that recreational has started 6 months early. It wasn't supposed to happen until Jan 2018 and Derek's plan had cultivation up and running in time for that.
Another thing to think about is that Nevada has given TRTC every license they applied for so TRTC has to make sure they don't disappoint. Nevada already doesn't have a lot of dispensaries so the ones that were licensed need to be opened. I believe the legislators would rather have the dispensaries open and TRTC have to use other growers rather than TRTC growing lots of product and there be no where to sell it. JMHO.
