I'm not sure how much the O/S has increased lately, but PGAS is in trouble from what I am seeing in the 10-Q.

Apparently, they had trouble paying off their debt which is why they had to issue shares to those they owe debt to.

Form the 10-Q:

Effective February 29, 2016, the Company issued 1,101,642 shares of the Company’s common stock to Agritek Holdings, Inc. pursuant to a Debt Settlement Agreement in full settlement of the amount owed to Agritek of $283,547.

It seems that every time PGAS makes a mistake and gets into debt, they are going to force the shareholders to bail out the company.
