Personally, I think this is very positive news. The General at IBC worked and has ties to DOD. Mark is on the board of directors for IBC. NioCorp and IBC have been developing down stream markets for Scandium use in a joint partnership for over 1 year. Jim Sims worked at the White House. The DOD and Senate committees on armed services aren't naive. They know stockpiling resources is critical to national defence. Its a no brainer. The only ones who can flub this up is the Congress but I dont see them doing this because its just too important.
