No he can't. There is absolutely no indication they have ever diluted. Just another fantasy claim intended to try to steal your shares on the cheap.

So, 183 million shares issued in the past 9 months for which they have reported. Prior to those nine months that had 387 million shares. More than 50% increase in shares in less than a year. All going to management or their buddies at huge discounts to market price.
