Repeal without replace merely loses far more votes from Republican moderates. Neither Mitch McConnell nor Paul Ryan appear to understand how our government works nor do they understand how to count votes. It would be embarrassing if they weren't shameless.
No doubt McConnell's next tantrum will a bill to repeal Medicare and Social Security benefits.
