If you are buying an Opteron for high performance (scientific) computing then it could well be in order to run 64 bit Fortran90 code. Gcc can't do that and neither can the Intel compilers (for different reasons), so you have to use PGC.

As IBM is positioning e-server 325 offer for cluster-computing, this might be the reason why they used PGI.

Ok, it seems there is two lessons to learn for me:
1. Humble comparison of SPEC figures can easily be misleading.
2. AMD-64 Ecosystem is still in its very early stage.
