A R/S must and will happen when the fully diluted outstanding share count is close to the authorized share count. A high share count is a bloated pig and will not attract the financing TRTC needs.
Thinking it will be "delayed" ONLY until the events mentioned is a nice idea, but not realistic.
Those who think is will NOT happen are fooling themselves.
