One reason (of several) is that when some married Filipinos separate (no divorce recognized there, just annulment which is very time consuming and expensive), they can go to another town and get married again with a whole new family. They have made it very complicated for themselves. I forget the word in Tagalog, but it is tantamount to spies working for Embassy people that trip up many people there trying to get Visas. Whether legitimate or not, these "spies" make what money they can to produce results, real or feigned. (Blame mostly on their financial hardship.)
The actual truth is that a marriage there, legally performed, should be recognized here. The scary part is submitting documents there can get tripped up and denied, and then have to wait six months to reapply. My fiance' saw it happen too many times to her cousins and friends. That is why there are so many Filipinos working in Israel and other countries. I read an article recently about the incredible number of Filipinos working in Israel.
