Come on liable.. cut them some slack... haven't you heard of practice. you know.. dry runs.. Did you ever consider that Rufus was getting the process down with a series of practice runs... get it ready to file.. announce up to it.. all of it.. just never file.. but plenty of practice. This way, when it comes time to really file one.. he will have the system down pat..... Couldn't that be what happened?
