Perhaps, but I disagree, only because it's not the way they did their RS last time (using extension after extension). If it turns out that they have absolutely nothing in the works that could countermand the need to RS, the appearance of foolishness on their part would, IMO, offset any gains they might make by their CYA action. They may not succeed, but I think they have something cooking, "soon," or even "imminently."
