I didn't get the impression that Lourenco was committed to any particular ratio of tariff to quota... In my opinion he was just rambling on after making the statement that any of the suggestions presented to the President by the department of Commerce officials would be very positive for CLF. To support a tariff/quota combo without specifics is simply a way of stating that he is supportive of any action that would result in protecting the US steel industry.
