That's a softball question with an easy answer...

R&D expenses shown may appear to be lower than one would expect because OWCP has an agreement in place with Sheba Medical Center in addition to the Israeli government helping fund MJ medical research.

Geez, read just a little of the DD provided and this is extremely obvious.

I live close to the Cleveland Clinic which similar to Sheba MC has many ongoing collaborative research projects all the time where the Clinic helps shoulder the majority of the R&D costs by providing world renowned research facilities, equipment, etc. to assist promising medical innovations. To be clear they're not involved in medicinal MJ research, but the point is they routinely help young companies keep R&D costs down so they have a better chance of long term success.
