You seem to forget he hired an PR'd the hiring of MWE to handle the submission.

You also seem to have missed how current management (Dean and Dane) PR'd the hiring of Biologics, but then proceeded to let them go and to use a consultant with 3 approvals in 15 years, one of which is a sexual lubricant.
