I use fidelity and i'm able to buy up to 9,999,999 at a time. The 10k blocks are all just MM's creating volume swapping shares.

Fidelity 10k cap removal: You need to call and agree to disclaimer for these types of stocks to raise the 10k cap. They will point this out to you in your account via web site as well.
