Clearly you have misunderstood what the Form 3 is about.

If that were true - he would have filed the Form 3 for the options in December 15, 2016.

Why file the Form 3 now for options granted on December 15, 2016 - at which time 1/3 of the options were vested - he is now exercising the options.
